Go ahead and try testing the brake controller with the engine of your 2002 Chevy Silverado 2500 HD on. Are you seeing any other error messages like Power Loss or Output Shorted or Open Ground? Did you perform these tests with a trailer connected?

It sounds like you might be seeing the No Trailer Connection message, which there are several causes for this that you will need to check out and fix as necessary.
1. Trailer not connected to tow vehicle.
2. Trailer connected with open circuit on brake line.
3. Trailer connector disconnected or corroded.
4. Loss of trailer brake magnet ground.

First place I would check is for corrosion on the trailer connector on your truck and then check the connector on your trailer and clean as necessary.

Also, check the grounds of the brake assemblies of your trailer. They will need to be attached to clean metal surface.

I attached an FAQ on troubleshooting brake controllers for you to check out also.
