Is Curt High-Low Adapter Rated for Accessories

Can I use the Curt High-Low Adapter with the 60 in. x 24 in. CURT Steel Folding Cargo Carrier Hitch Basket?

The Curt High-Low Adapter # C59KR is designed for flat towing only. Curt doesn't even test it for accessories to give it a tongue weight rating. The Roadmaster # RM-048-4 is the most comparable with a distance of 9-5/8" from hitch pin to hitch pin hole and a 4" drop/rise. This has a 400 lb tongue weight capacity. However, use of an adapter is going to cut the capacity of your hitch by 50% so you won't be able to use the full capacity of the cargo carrier.
The 24x60 Curt Cargo Carrier # C18152 extends out pretty far from the vehicle on its own and has a built in rise. Unless you have some very specific need for the adapter I don't think it is necessary for your 2019 Honda Passport. The distance from the center of the hitch pin hole to the closest edge of the carrier is already 11-1/4". I don't think you will be happy if you extend it beyond that. Adding in the adapter will likely result in a lot of extra unwanted movement at the rear when you have it loaded up.
