The underbody panel you're referring to can be placed back on, but you'll have to trim it around the etrailer Trailer Hitch Receiver - Custom Fit # e87AR in order to get it to fit. It is a bit challenging with this vehicle so most people would just leave it off. It won't hurt anything if you do decide to leave it off.

The etrailer hitch part #e87AR that you referenced actually comes with 4 bolt leaders so they wouldn't need to be supplied. The bolts are 1/2 inch though so for a replacement bolt leader you'd want the part #C58400.

The Curt hitch part #C13284 has the best clearance for a bike rack to fit past the rear bumper. It has 5 inches from it's pin hole out to the furthest edge of the rear bumper whereas the Draw Tite #76020 has 7 inches.
