Will the kick activated tailgate opening still function with this hitch on my 2024 BMW iX 50i?

Yes, it will. I checked with Curt and they said the Curt Rack Receiver item # C87NR will not block the liftgate function. Typically what happens is the range is lost right around the 2" receiver but based on where the receiver extends out from within your trim I would not expect there to be any issues.
