If you are installing new electric drum brakes on a trailer that does not have them, or if you are replacing/upgrading brakes on a trailer that does already have them, it is advisable for safety reasons to treat both wheels equally. It is not safe to operate a trailer that has working brakes on only one wheel. This could lead to severe sway and so is not recommended. If you are replacing existing brake assemblies it is still recommended that you replace both for the same reason.
If you are adding electric drum brakes to a trailer without them you can refer to the linked article that describes the components required. These include brake mounting flanges (if they are not already on your axles), hub-and-drum electric brake assemblies (that are identified by matching your existing bearing and seal numbers and your wheel bolt pattern), electric brake assemblies of the size to match your hubs and an electric trailer brake controller. If your Wrangler does not have a working 7-way or 6-way trailer connector you will need to install one. If your trailer happens to use a 6-way connector you can use installation kit # ETBC6 or installation kit # ETBC7 for a 7-way. I have linked a video showing installation of an ETBC7 in a Jeep Wrangler.
The article includes at the bottom a table of typical component combinations based on your trailer axle size and weight rating.
I have also included a second article that covers the process of installing and wiring an electric trailer brake controller, such as the excellent Tekonsha Prodigy P2 # 90885, which is among the most reliable and popular units we offer.
