I am interested in purchasing the 31006 bumper for my 1999 GMC Sierra for a replacement but want to have a recommendation for a Class III hitch to purchase as well that fit without issue with this bumper

The Westin Perfect Match Series Rear Step Bumper # 31006 is designed to replace an OEM rear bumper with the same exact fit so you would be able to use any class 3 hitch that fits the standard OEM bumper, like the etrailer Trailer Hitch Receiver # e98849.
This hitch has a 600lb tongue weight capacity and 6,000lb towing capacity and is rated for use with weight distribution hitches, so that you can safely tow a trailer. You will need to check the capacity of the truck as well and go with whichever rating is lower though.
