The Flint Hill Goods Cargo Carrier w/ 60" Pivoting Ramp # FHG69ZR is something that has to be assembled at home so if you want to position the base so that the ramp is on the driver's side then you are more than welcome to do so. The ramp is fixed to the side of the basket though so you would have to break down the carrier and reinstall the parts to get the ramp on the passenger side.
The reason carriers have the ramp on the passenger side is so that the user won't be setting out in front of traffic to unload if you're parked on the side of the road.
The pivoting terminology simply means that it once it's folded up it can pivot even further to a more compact size.
