Is the black part on this just coated steel? I am looking for something I can laser engrave on.

The metal is stainless steel, and the black is a powder coat for the Blank Square Trailer Hitch Cover # AUT-BNK3-RB.

To secure the # AUT-BNK3-RB you can use either Pin and Clip # C21510 or Hitch Lock # C23519.

Yes, the Swagman Chinook part #S64683 that you referenced can fold up when not in use. If you check out the picture I attached you can see it folded.
