I placed my order for this hitch along with the Swagman XC2 Bike Rack for 2 bikes - 1-1/4inch and 2inch Hitches - Frame Mount Do I need bolt feed wires for the hitch? What is the part number for a locking hitch pin that fits?

The Curt Trailer Hitch Receiver item # C57CR you referenced does not require fish wire to feed bolts through. It is a very straight forward and simple installation. I have linked the instructions below for you.
Your Swagman XC2 Bike Rack for 2 bikes - 1-1/4" and 2" Hitches item # S64650 has a locking hitch pin and bike lock combo. It is the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks w/ 1-1/4" & Combo Shanks - 7' item # S64031. This 1/2" hitch pin locks your bike rack to your hitch; the integrated steel cable locks your bike to the rack.
