Expert Reply:
The Curt # C13153 Class III hitch is a fit for your 2013 Hyundai Santa Fe and stabilizing straps are not noted or specified as being a requirement in the installation instructions. Typically Curt does specify stabilizing straps are needed when towing non-trailer loads such as hitch mounted bike racks, however this is usually directed toward Class I and II receivers.
A stabilization strap helps provide extra support to the receiver when carrying hitch mounted accessories. This strap is required on Curt 1-1/4 receivers. You can use it if you would like, but, it is not a mandate from Curt on this product for your vehicle.
Although the Curt # C13153 hitch has a 6,000 lb towing/600 lb tongue weight capacity, the capacity of your vehicle is likely lower. Please consult your owners manual for the actual towing capacity of the vehicle, and abide by whichever capacity is the lowest.
