When installing the Curt # 13018 on your 1999 Mercedes ML430, you will need to remove the bumper fascia. However, this actually isn't as difficult as it sounds as it is just a few bolts and it's off. I included an install video from a different hitch that shows how quick and easy it is to remove as well.
As to how far it will stick out from the bumper, I cannot say, unfortunately. We haven't had the chance to install one of these yet so I do not have this measurement, but I do have something that will help. I included a full diagram of the # 13018 that shows it to be 6 inches from where it will sit against the frame of your vehicle to the absolute end of the receiver. If you were to pop the center door out and use a measuring tape or ruler, you will be able to see exactly where the end of the hitch will sit.
