Draw-Tite Trailer Hitch Receiver and 4-Way Flat Wiring Compatibility For a 2018 Kia Forte

I am looking to tow my 2017, Ural, Patrol with side car. It has a weight of 730 pounds. Will this part support this bike centered over the axel of the trailer?

The Draw-Tite Sportframe Trailer Hitch Receiver # 24903 that fits your 2018 Kia Forte, has a weight capacity rating of 200lbs for the tongue weight and 2,000lbs for trailer towing from Draw-Tite. Per your owners manual, your Forte is not recommended for trailer towing, so if you were to tow a trailer with your Forte you would be liable for any damage that may be caused to your Forte. I would also have to recommend not trailer towing with your Forte unless you can get the okay from Kia with any modifications that may allow for you to tow with your Forte.
If you decide that you want to go ahead with towing your 2017 Ural Patrol with the side car you will need the Tekonsha T-One Vehicle Wiring Harness # 118594 to connect to a 4-way flat connector on your trailer. This will operate the lights on the trailer from your tail lights on the Forte. Draw-Tite recommends their Drawbar for 1-1/4" Hitches # 3594 mounted in the rise position for this receiver. You would then need either a 2" Ball # 19258 or 1-7/8" Ball # 19256.
