Jayco offered the 1999 Eagle 10-UD Pop-Up camper trailer with and without brakes, so I presume you have the version without any brakes. Typically pop-up campers are equipped with electric drum brakes, rather than hydraulic disc brakes such as the Titan kit you reviewed, part # T4843300.

A first step is to review the attached article concerning adding electric drum brakes to a trailer. This covers all of the basics and required components.

It is necessary that your trailer axle has brake mounting flanges (these are usually a 4-bolt type). If not you will need to either have a qualified welder add these to your axle or replace the entire axle assembly with a equally-rated new one that has the brake mounting flanges installed (this may be the more cost-effective option). You can check under your trailer to see if the flanges are already in place. The article includes photos that will help.

Adding electric brakes to your Jayco camper will require this brake mounting flange, the brake assemblies, hub-and-drum assemblies with new bearings, an electric brake controller, a brake controller installation kit, and 7-way connectors on both the tow vehicle and trailer.

Once you have confirmed the presence of brake mounting flanges on your axle, the best way to proceed is to obtain the part numbers from your existing inner and outer bearings, races and grease seal. These part numbers will help identify the correct hub-and-drum assemblies. (Trailer manufacturers do not necessarily use the same bearings on all production runs of a given trailer model.) It is possible to measure the spindle instead, but this requires a precision digital caliper tool. The existing bearing and seal numbers are the best way to go. Please refer to the photo provided which shows where to find the part numbers (and where to measure the spindles, if necessary).

You will also need an electric brake control installation kit, part # ETBC7. (Please refer to the article on installation of a brake controller.) This includes the vehicle 7-way connector and bracket, circuit breakers, wiring and connectors needed to provide a brake signal to your trailer. I have linked a video showing this kit being installed in a 2008 Dodge Grand Caravan. A popular trailer brake controller is the Tekonsha P2, part # 90885, which applies the trailer brakes in proportion to the brakes on the tow vehicle. A video link showing installation of the Tekonsha brake controller is also included.

I would need to know a few things about the particular axle and hubs that are currently used on the Jayco Pop-Up. Do you know what the axle rating/capacity is, along with its hub length? In the meantime I linked a really good article below that breaks down all the components you'll need for this installation.
