can I replace the 5.30-12 with the 4.80-12 and what does the 5.30 mean?

If you wish to change from a 5.30-12 to a 4.80-12, you can certainly do so. Both tires are designed for use on a 12 x 4 inch rim. The new tire would be about 1/2 an inch narrower and about 1-1/2 inches smaller in diameter than your existing tire.

The Kenda Bias Ply 12 inch trailer tire, part # AM10062 in the 4.80-12 size has a 990 lb weight capacity per tire at 90 psi. To maximize capacity and tire life, always keep trailer tires inflated to the maximum pressure listed on the tire sidewall.

The 5.30 dimension you referred to is the section width of the tire, at its widest point.

The # AM10210 tire you referred to is for a 13 inch wheel and would not work with your current rims.

I have linked you to some FAQ articles about trailer tires that you might find helpful.
