I have an option that could work for you under certain circumstances, but nothing that is shorter than 24 inches that would have the capacity you're needing.
The Curt # C45048 can be cut down to a minimum of 24 inches in length and fits into a 2-1/2 inch hitch to provide a 2 inch receiver on the other end. If used with a weight distribution hitch, it has a 8000 lb towing, 800 lb tongue weight capacity. If not used with weight distribution, those figures are reduced to 6000/600. So, if you're using weight distribution this would be a solution for you.
If your vehicle has a TorkLift Super Hitch Dual Hitch Receiver, their 21 inch # TLE1521 SuperTruss has a 14000 lb towing/1400 lb tongue weight capacity IF it's used with a weight distribution hitch. If not used with weight distribution, those figures are reduced to 7500/750.
