Yes, the Swagman Straddler Trailer-Mounted Bike Rack Carrier for A-Frame Trailers # S80503 is designed for this purpose, it does however have a limitation of 100 lbs. The Hollywood Racks # HLY94FR, has a weight of 20 lbs. and rated to carry 2 bikes up to 35 lbs. each. Please keep in mind that with this arrangement you are increasing tongue weight and may need to adjust the loading of your trailer to compensate.
Another option to consider is a dual purpose hitch receiver, such as the Malone # MPG544. This allows you to use a hitch-mounted bike rack or cargo carrier while towing a trailer it has a maximum tongue weight of 400 lbs. and a max trailer weight: 4,000 lbs. Type of trailer and distance between tow vehicle needs to be considered for each option. I wanted to provide a second option to you as this will set the bike rack lower than use of the Swagman providing easier loading bikes.
