The bases are only compatible with certain hitch heads. It looks like you are seeking a Ford OEM puck system hitch and are looking for a short height so you will only get limited base options that fit that criteria as most manufacturers will only make one base/leg fit for their hitch to be compatible with the OEM pucks. You will want to not only consider the base height but the overall hitch height.
The heights are measured from the bed to the top of the hitch head where the pin box rests when connected. You will want to account for side box clearances as well as pin box adjustments to ensure you can tow level and have adequate clearances for turning while going uphill. It is recommended to have 6 inches from the bed rail to the bottom of the overhang on your trailer minimum.
There are many options that adjust from 13-17 inches like the Curt A25 5th Wheel Trailer Hitch for Ford Towing Prep Package - Dual Jaw - 24,000 lbs # C16036 which is my recommendation for that height. I've linked the page to those options for you.
The Reese M5 Series 5th Wheel Trailer Hitch - Single Jaw - 20,000lbs # RP30921 adjusts from 14-18 inches.
My favorite option is the B&W Companion OEM 5th Wheel Hitch for Ford Super Duty Prep Package - Dual Jaw - 20,000 lbs # BWRVK3300 which is actually one of the tallest options with adjustment from 16-3/4 - 18-3/4 inches.
