Will the Ford Replacement OEM Tow Package Wiring Harness Provide a Fully Functional 7-Way

Is this plug and play in that the center pin of the 7-way is wired for back-up light, such that it will activate my lockout soleniod for my boat trailer surge brakes?

Yes, if you install this Ford Replacement OEM Tow Package Wiring Harness # 118243 it will be fully functional and would work to operate the lockout solenoid of your 1999 Ford Super Duty.
You will need to install the included relays and fuses to complete all the circuits. Check out the installation instructions I attached for this product.
