If the frame members on your Rockwood Premier pop-up camper are between 47-1/8 and 77 inches apart, the Ultra-Fab # UF35-946403 hitch would work great. It'll fit C-channel, I-beam or boxed trailer frames, but for an I-beam or C-channel you'll need to weld in a plate to box off the frame in order to have a good surface to weld to. If the frame members are closer together, use the Curt # C13704 which works on frame members that are 22 to 66 inches apart. This is a bolt-on hitch that shouldn't require any frame modification other than drilling mounting holes.
Keep in mind that only certain bike racks are designed for use on a towed trailer. Because of the less pliant suspension used on a trailer, the bike rack will be subjected to greater bouncing and rattling that it wouldn't be exposed to were it installed on a passenger vehicle. Installing a bike rack intended for a passenger vehicle could result in the rack being rattled to pieces, resulting in loss of the bikes and rack, which wouldn't be good. The Swagman Original, part # S64400 will safely transport 4 bike, as it's specifically designed for use on a towed trailer or camper.
