I’m guessing this only opens to the passenger side. Will it fit and allow the tail gate to open with a spare tire?

Yes, the Thule Apex Swing XT 4 Bike Rack # TH9027XT opens toward the passenger side of the vehicle to allow full access to the rear of the vehicle interior. In terms of the clearance for the rack at your rear-mounted spare tire you can check this by measuring the distance from the hitch pin hole back to the rear edge of the spare tire. If the distance from your hitch pin hole to the rear edge of the spare is 8-inches or less then the rack will fit without contacting the tire. Please refer to the linked diagram to see this dimension.

If any of the bikes does not have a top frame tube for mounting on the rack you can use an adapter bar like # TH982XT to enable safe installation.
