The specs indicate a bracket height of 15 1/8. Is this referring to the height from the top of the mounting bracket to the bottom of the jack when retracted?

Bracket height is the height of the jack from the center of the mounting bracket to the bottom of the jack when retracted and extended. In this case this jack # BD195356 is 15-1/8" Retracted and 30-1/8" Extended. From the top of the jack to the center of the bracket measures 9-1/4 inches.
