We do indeed offer a front mounted receiver for a 1996 GMC 2500 K2500. I'd recommend the Draw-Tite # 65005.

I've provided a customer-submitted photo showing what the hitch looks like when installed.

Since you measured the bolt hole dimensions on your 1999 GMC K2500 and they came out to the correct dimension of 30-1/2 inches for the front hitch part #31042 this hitch would fit and work great.
