Electric Brake Controller Wiring on 1997 Ford E-350 with 7-Way Trailer Connector
Question:
I do not have any voltage on the electric brake pin of the outlet. Is this not wired in when the put in the factor 7 conductor connector?

If your 1997 Ford E-350 came with a factory 4-way versus a 7-way then the wires to the brake controller output would not have been run. You will need to run the wiring the entire way from the battery to the dash and then to the 7-way. You can use kit # 5506 for that connection which is just the wiring and circuit breakers from the # ETBC7 kit. I've attached an article and video to assist.
If you have the factory 7-way it should have already been run all the way to the connector, so you will want to test your wiring using a circuit tester like # PTW2993 to test the wires for function by probing through the insulation to find a short and replace as needed with # 12-1-1 wire. Start at the brake controller hitting the manual override and test for function.
Note: Proportional controllers will require using the manual override and not just the brake pedal to test while vehicle is stopped. This is because the internal sensors see no motion so they don't send power with just the brake pedal switch.
