According to my research, you can carry a scooter on the rear of your 2017 Kia Forte. However, the weight of the scooter, carrier, trailer hitch, cargo, and passengers cannot exceed 849 lbs. If you need further information on this then you will want to take a look at page 5-91 of your owner's manual.
If you do not already have a trailer hitch I recommend using the Draw-Tite Sportframe Trailer Hitch Receiver part # 24903 (22 lbs) because you do not need to remove any underbody panels from the vehicle in order to install it. It also offers a completely drill-free installation taking most on average only 40 minutes or so to install.
Once you have the trailer hitch installed you can then use a cargo carrier to secure your scooter. The issue you are going to run into with this is that the list of available cargo carriers is limited for a class I trailer hitch like the one listed above. The best one we have for you is the Curt Cargo Carrier part # C18110 which has internal dimensions of 47-11/16" long x 19-1/2" wide x 2-9/16" deep. The scooter will more than likely need to sit outside the side rails on the basket but this will not be a huge deal so long as it is secured properly with some tie-downs such as the Ratchet Tie Down Straps w/ Storage Bag part # ETBMB-05852.
I have attached a photo of what the hitch will look like once installed as well as a review video of the basket on a similar vehicle.
