There really isn't an option to lower your hitch 6 inches and carry 400 lb motorcycle with carrier. The Roadmaster Dual Hitch Receiver Adapter, 6" Drop/Rise # RM-077-6 is the strongest option with a 400 lb tongue weight capacity that doesn't account for the weight of the carrier, so is not a working option. Adapters simply are not strong enough for the tongue weight you are seeking.

Your best option is to use the Replacement Shank for Gen-Y Adjustable Ball Mount - 2" Hitch - 7-1/2" Drop/Rise - 10K # 325-GH-304 which will be able to handle the capacity you are seeking. Other than that, the best option is to either use a carrier like # UF48-979033 without the drop or use a trailer like the Detail K2 # K2MMT5X7.

If you let me know your vehicle information there may be a receiver available to mount under your current receiver that could carry the weight you are seeking an that would drop the receiver at least a few inches and give you another receiver.
