does the muffler have to be moved or lowered ?

According to the installation instructions for the Curt Trailer Hitch Receiver # 13432 they say that you need to detach the muffler from the hanger to ease the installation. We have had some customers install it on their 2018 JL Wranglers though and say that the install time was very minimal so you may be able to install it without messing with the muffler like what we show in the linked install video on a 2018 JK.
If you do happen to have to lower your exhaust it actually isn't very difficult. I have attached a video showing how a typical exhaust would be lowered for you to reference.
If you let me know what you will be using the trailer hitch for I can make additional recommendations if necessary.
