Expert Reply:

Trailer tires and wheels do not typically come balanced from the factory like what you see with standard passenger vehicle tires. This isn't usually needed for trailer tires and most car shops don't have the needed setup to properly balance trailer wheels, which are usually lug-centric instead of hub-centric like automotive wheels.

Many of our tire and wheel manufacturers line up the light spot on the tire with the heavy spot on the wheel, which is a type of balancing and typically nothing more is needed or recommended. I will say that the bounce you experienced when towing your trailer empty is not too uncommon. An empty trailer will often experienced exaggerated wobble during travel. Adding a bit of cargo weight should help eliminate most of this.
