Can Roadmaster Dual Hitch Receiver # RM-077-2 be Used for Cargo Carrier and Recovery Loop

Would this be the recommend part for a hitch cargo carrier 200lbs and a recovery hitch and shackle WLL 9,500 lbs for my 2013 Ford E350?

Roadmaster Dual Hitch Receiver # RM-077-2 is designed to have the top receiver hold a cargo carrier or bike rack and the bottom receiver for tow bar use only. We do have other dual receivers that are not restricted to tow bars though.
We have Curt dual receiver # D-192 rated for a maximum of 350 pounds tongue weight and 3,500 pounds gross trailer weight. And we have # MPG544 also rated for 400 pounds tongue weight and 4,000 pounds gross trailer weight.
When using any adapter like these keep in mind that it will reduce the tongue weight capacity of the trailer hitch by 50 percent. These are the highest rated dual receivers we have available.
