A friction-style anti-sway bar like # 83660 does need to be adjusted to the appropriate tension. You want the adjustment nut to be tightened enough that the unit can resist trailer sway, but not be so tight that it causes the trailer handling to get "jumpy" from it not being able to track with the tow vehicle. This is an adjustment that needs to be made by trial and error testing.

Naturally if you load the trailer with let's say 500-lbs more or less weight on different outings, then that tension requirement can change. If the unit is severely over-tightened it can be damaged, and this can also occur if you back up the trailer with the friction unit still engaged.
