Actually I have 2 question Is the Curt D28 manufactured in the USA, if not do you sell one is? Does Curt make a ball mount like the D28 but not as long?

Yes, the Curt ball mount part # D-28 is made in the USA.

The part # C45070 is a very similar ball mount that is much shorter but has same rise/drop.

You will need a 5/8" diameter pin such as #37201074. This fits 2"x2" trailer hitch receivers and has a usable length of 2-7/8".
