Is the magnet supposed to ride continuously on the armature?

The brake magnet can indeed be in direct contact with the armature surface of the brake drum, regardless of whether or not the magnet is energized. This doesn't present a problem unless the drum is worn and has grooves in the armature surface. Because the magnet and the armature are in contact, the grooves can transfer to the magnet, making it less effective.
This is why we recommend that folks check the armature surface of the brake drum when they replace the brake magnet. In some cases the drum can be turned if needed, but its getting more and more difficult to find shops that do that anymore. Most folks simply replace the drum.
