We have a couple of options that will provide you with a trailer hitch for your 1973 Penn Versatile Van, but they will need to be welded or bolted to the frame as there are not any custom fit hitches for your vehicle.
For a hitch with a bit of a drop, you could use the Draw-Tite Class IV Weld-On 44 Inch Wide Ultra Frame Trailer Hitch with 7 Inch Bracket # 41990-07. This hitch is also available with 16 inch brackets, part # 41990-16. The Ultra Frame hitch is designed for service-body and utility-body trucks. Your Versatile Van's towing capacity is well within this hitch's towing capacity.
For a hitch with a 2-1/2 inch receiver, you may like the Curt Class V Universal Weld-On Receiver Hitch # 15902. This hitch provides a drop of just under 10-7/8 inches and will easily tow within your vehicle's rated capacity. As long as your vehicle's frame brackets are between 18 inches - 43.88 inches, this hitch will fit well for you. The installation instructions for this hitch are attached as well.
