A front mounted receiver hitch is not designed to be used as an attachment point when the vehicle is being flat towed. To flat tow your 2004 Tacoma, a tow bar base plate must be used.

I'd recommend the Blue Ox # BX3728 base plates and the # BX7380 Alpha tow bar, which includes safety cables. For a lighting solution, I'd recommend the # RM-155 bulb and socket taillight wiring kit. The kit provides an extra set of bulbs that install in the rear taillight assemblies. This kit won't require cutting or splicing into the existing vehicle wiring. To make the connection between the truck and the RV, you'll need the # BX88254 umbilical. The umbilical includes a 4 pole round connector that would replace the 5-pole flat connector on the # RM-155. Most states and Canadian Provinces also require a supplemental braking system. I'd recommend the easy to use Patriot braking system, part # BLU37TR.
