The online owner's manual only lists emergency towing and requires that all four wheels are off the ground. Based on what you've stated about the vehicle it most likely would be able to be flat towed, but you should really double check with a local Toyota dealer to see if there's any other stipulations that could prevent you from towing. Toyota is usually a no-go when it comes to flat towing so it's definitely best to check with Toyota first to avoid any issues.

If you can flat tow then I have the following component recommendations:

Baseplate: Roadmaster Crossbar-Style Base Plate Kit # 1141-3.

Tow Bar: etrailer SD Non-Binding Tow Bar for Roadmaster Crossbar-Style Base Plates # e44ZR. This tow bar comes with safety cables included and a bit of adjustability to help keep it level between the motorhome and 4Runner.

Tow Bar Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This diode kit will transfer your motorhome's traffic signals over to the tail lights of your 4Runner.

Braking System: Brake Buddy Select 3 Portable Supplemental Braking System # HM39524. This portable system is super easy to install and remove once you reach your destination. It comes with a remote to see when the brakes are being activated as well as to adjust your settings while on the go. This also includes a charge line kit to help keep your 4Runner's battery charged.
