The photo I linked shows the replacement hinge and these two channels. I confirmed with Extang that the round rail on the panels is not user-replaceable.   Regarding the Extang # EX83475-62 replacement tail panel, I reached out to our contact at Extang regarding your question about the tube piece that slides into the hinge assembly. He described this "tube" as an arm that sticks into the hinge. The arm is included but the hinge is not. He also mentioned that when an end user asks about this part that it is usually an indication that there may be other damage that must be addressed to safely continue using the hard cover system as a whole....

• Extang Tail Hinge Replacement
  While it can be difficult to get started on these the two panels will slide into the Replacement Tail Hinge for Extang Solid Fold 2.0 Hard Tonneau Cover part # EX83475-64. Of course there is the seal to get out of the way so you can begin sliding the old hinge out. The sections have a round piece that will slide into the rounded opening of the hinge.

  The hinge part of 83475 does not come with panel # EX83475-62. It is a separate part, # EX83475-64. Replacing the panel and hinge is not difficult though it may be easier with the cover off of the truck.
