The Curt hitch part # C13175 is a fit for your 2014 Chevy Silverado 1500 and does not require the removal of the bumper beam. You will remove the bumper bracket bolts and then run the hardware of the hitch through the holes that secure the bumper bracket. But the bumper bracket does not get removed.

One option we have for mounting a receiver under the bumper of your RV is the RV Bumper 2 inch Trailer Hitch Receiver, item # E-100. The only problem I see with the location you are suggesting is the distance from the bottom of the receiver to the road surface. If there is not enough clearance the clamp on hitch, bike rack shank or bikes themselves may make contact with the road and damage one or all of the components including the RV bumper.

To install the Draw-Tite Class III 2 Inch Hitch, part # 75082, on your 1996 Ford Ranger you do not need to completely remove the bumper. The bumper is held on to the vehicles frame by two bolts on each side of the vehicle.
