It really just depends on the weight of the trailer. The Draw-Tite Trailer Hitch Receiver # 36296 that you referenced has towing capacities of 3,500 gross trailer weight and 300 lbs tongue weight. You will need to know the gross trailer weight and tongue weight of the trailer you plan on towing and as long as it does not exceed the capacities of the # 36296 and the towing capacities that are listed in the owners manual of your 2003 Dodge Grand Caravan you would be good.

I spoke to Demco about the height settings on the Recon # DM8550045, and it will be from the bed of your truck to the absolute top of the head. With your measurement being 15-3/4", the middle 17-1/4" setting or top 18" setting will be the way to go.
