There are two good recommendations for you but I would not recommend using a hitch adapter to carry a 2 inch shank cargo carrier in a 1-1/4 inch hitch. The reason is that the adapter reduces the hitch tongue weight capacity by 50 percent, and you would need to be very careful not to overload the hitch and vehicle frame, causing damage. You can bypass the factory trailer wiring harness on your 2000 Mercury Mountaineer by installing Curt wiring harness # C55345. It plugs in line with the vehicle tail light wiring and connects to the vehicle battery to power the trailer lights. This will provide a 4-Way flat connector at the rear of the vehicle.

You would need to convert the 4-way to a 7-way so that you can install the brake controller. For that you will want the Brake Controller Install Kit and 7-Way Adapter part # ETBC7. I attached installation instructions and an install video for this product as well. This comes with everything needed to make the conversion and install the controller. As long as the hitch has enough towing capacity for the camper you plan to tow it's totally fine if it's a 1-1/4 inch hitch. Most Class II hitches would have enough capacity for a 2,800 lb trailer.

You can install disc brakes on just one axle. Install them on the rear axle which will prevent the back of the trailer from raising up if braking hard.
