I have a 04 Mercury Mountaineer with a class II 1 1/4 hitch. I am looking for a cargo carrier without having to buy an adapter to receive a 2 if i do, my tongue weight will be cut in half. I am look to carrier at min. 300 lbs

That is correct about when using an a hitch adapter that your tongue weight will be reduced by 50 percent. We do not recommend to use a hitch adapter on a cargo carrier because of that reason.
The Curt Hitch Cargo Carrier, part # C18145, will fit a Class II 1-1/4 inch hitch, but the weight capacity of the carrier will be reduced from the 500 lbs to 300 lbs if used in a 1-1/4 inch receiver. This is an excellent choice for your application because it is the only cargo carrier that will have a 300lb weight capacity for your Class II 1-1/4 inch hitch. I am including a link to the instructions on the Curt Hitch.
You will want to make sure to not overload the tongue weight capacity that is listed on the hitch of your 2004 Mercury Mountaineer. The tongue weight of your hitch is what will determine the weight capacity of your hitch cargo carrier.
Another hitch cargo carrier that I would recommend is the Pro Series Hitch Cargo Carrier, part # 63155. This cargo carrier will fit a Class II 1-1/4 inch hitch and has a 300-lb weight capacity. A couple of extra features that this carrier has is that it has a raised shank that will add 3 extra inches of ground clearance and is designed with built-in tail light mounting brackets. The tail light brackets can be used to add the Light Kit, part # 20174, to the cargo carrier. I am including a link to a video of the lights being installed on the cargo carrier.
A few other items that are recommended for your cargo carrier are listed below.
