It seems like you have the Thule Rapid Gutter Feet. There are a couple different sizes. The tallest I have is the 11" tall feet # TH93ZR but we also have 8" # TH33ZR and 5" # TH65BJ. These will work with the Thule AeroBlade, WingBar Evo, SquareBar Evo # TH712500, and ProBar load bars.

You are correct. The Curt hitch part # 13091 that you referenced is rated for towing up to 4,000 lbs. Because of that you would be limited to only towing that even if your vehicle is rated to tow more.
In a towing setup your overall towing capacity is only as strong as the weakest component. So in your case it would be the hitch at 4k.

The Curt Roof Mounted Cargo Basket, part # C18115, will fit on Thule crossbars. The mounting hardware on the Curt basket fits on crossbars that are up to 3 inches thick. I spoke with my contact at Curt about trailer hitch # 13091. The hitch is designed to fit a 1992 to 2000 Mitsubishi Montero 2 or 4 door (but not Sport models), so if it is being installed on one of those specific vehicles, it cannot be used upside down.

When we installed the Draw Tite hitch part # 75116 on a 2004 Mitsubishi Montero like yours we found that the distance from the center of the hitch pin hole out to the rear most portion of the spare was 13 inches.
That means you will need a bike rack that has at least 13 inches of clearance from it's pin hole to the upright bar of the rack.

It sounds to me as if you have a ground problem too. You have done all of the testing and it points to ground so I think you most likely have a light mounting bracket that is not making ground to the trailer frame. If the brackets for your tail lights are bolted to the frame, take them loose and clean all of the rust and road debris out. It sounds like you have a ground issue.
You will want to start off by checking all of the grounds on your trailer and making sure that they are securely connected with a clean metal-to-metal connection. Rust and sometimes paint can sometimes cause issues with wiring. Checking the ground on your 2001 Mitsubishi Montero is a good idea as well.

I do have the y-style bow stop in the size you need but it is not offered in the thermal-plasticized rubber (non-marking). Instead you will want to use the Yates Y-Style Bow Stop part # YR7Y44-4 which has a 7" span and 4" base (see photo).
