Towing Capacity of Curt Hitch for a 1996 Mitsubishi Montero

The 1996 Montero is rated to tow 5000 pounds. This hitch mounts straight to the frame. Am I reading it right that that makes the max for this hitch 4000 pounds?

You are correct. The Curt hitch part # 13091 that you referenced is rated for towing up to 4,000 lbs. Because of that you would be limited to only towing that even if your vehicle is rated to tow more.
In a towing setup your overall towing capacity is only as strong as the weakest component. So in your case it would be the hitch at 4k.
Since you wanted to do some towing you might be interested in etrailer ball mount kit # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag.
