Hitch mount bike racks are definitely the better option. They tend to have more to offer and usually have a tilting feature so you will not have to remove the bike rack just to access your rear cargo area. I recommend going with a hitch mount bike rack.

Adding a hitch extender will reduce the tongue weight capacity of the trailer hitch by 50 percent so I do not recommend it. I am sure you have tried different pedal positions and if nothing is working then a different rack may be the way to go.

The issue that you are going to run into if you use Roadmaster Dual Hitch Extender # RM-077-2 is the tongue weight capacity will be reduced 50 percent. However, if you use a ball mount like # D210 you will get a 6 inch rise and 7-1/2 inch extension from the hitch pin hole to the center of receiver's hitch pin hole.

Prior to purchasing a ball mount for your vehicle, check the coupler on your boat trailer. The ball size should be stamped into the metal somewhere on the coupler.
