when the truck is parked and every thing has been turn off should the red led light in the digital display stay on or should it turn off to keep from running down the battery

Because it's connected to a constant 12-volt power source, the LED you mention will remain illuminated after the vehicle is shut off. This is normal, and does not indicate a problem of any kind.

After 15 or so minutes of inactivity, the brake controller goes into a 'sleep' mode, and will reactivate next time the brake pedal is pressed. The LED only draws a few milliamps of power, which would only drain the battery if the vehicle sat unused for months. You could certainly unplug the controller when it's not being used, but it's not really necessary.

I have a similar issue where the controller stays on and shows a line with a decimal to the right. It doesnt activate when the brake pedal is pressed or manual override.

Do you have the Curt TriFlex Controller mentioned above or a different unit? The dash and decimal code you mentioned isn't typically something seen on the TriFlex. Has the controller worked before or is this a brand new install? I would start by simply disconnecting the controller from power, letting it sit for a bit, and connecting it again. Sometimes, Curt controllers especially for some reason, they just need to be reset and they will start working perfectly again.
