Can A Class III Ball Mount Be Used On a Class II Hitch
Question:
Will this accept the Reese measured from outside edge to edge of the square tube 2 ball mount?

If you're asking whether or not a 2" Reese ball mount can be used with the Curt Trailer Hitch Receiver # C12115, then the answer is no because this hitch only has an 1 1/4" receiver.
Without swapping the hitch out with a 2" hitch you'd have to use a hitch expander like the Hitch Adapter 1-1/4" to 2" Trailer Hitch Receiver # HTAD, but using this expander will cut the tongue weight capacity of your hitch by 50% which would make the hitch pretty much useless.
Your best bet is to just use a class II ball mount that is meant to be used with the hitch like the Reese Trailer Hitch Starter Ball Mount Kit # RP7043000.
