Where is the PL3 plug on a 2021 F250 located so I can install this part?

There isn't one on an 2021 F-250. A PL3 plug is the connector behind a trailer light. That's what the Peterson Load Resistor Harness for LED Turn Signals item # 421-491RS plugs into. You need to use one per light.
If your trailer's lights are hardwired, you don't have a PL3 plug, or you just want to wire a less expensive option in, all you need is the Load Resistor Kit for LED Turn Signals item # DI34ZR. These wire in right behind your trailer lights and do the same thing the item # 421-491RS does.
