Recommended Flat Towing Setup for a 2019 Chevrolet Colorado 2WD

can this base plate kit be installed on a 2019 Colorado WT 2wd and used with the drive shaft removed?

The etrailer Invisible Base Plate Kit # e98966 you're looking at is only made to work with the 4WD versions, however I was able to contact Roadmaster and confirm that their Roadmaster Direct-Connect Base Plate Kit - Removable Arms # RM-523182-5 is a fit for the 2WD.
That said, you'd still have disconnect the drive shaft as not doing so will damage your vehicle. If you need parts to complete the flat towing setup, you're also going to need:
-A tow bar like the Roadmaster Falcon 2 Tow Bar - Motorhome Mount - 2" Hitch - 6,000 lbs # RM-520,
-A braking system like the Brake Buddy Select 3 Portable Supplemental Braking System # HM39524,
-A wiring kit like the Roadmaster 4-Diode Universal Wiring Kit for Towed Vehicles # RM-152-98146-7,
&
-A battery disconnect kit like the Roadmaster Battery Disconnect with Switch for Towed Vehicle w/ Flat Tow Brake System # RM-766.
