What are the bolt hole dimensions? 3 X 2 1/2 ? Does this fit over the 3 x 4 tongue or under? My ball to opposite end lenght is 24. Does that matter?

Yep, you got it, the bolt hole dimensions are 3" x 2-1/2" for the Dexter DX7.5L A-60 Brake Actuator For Disc Brakes # DX29FR.

This fits over a 3" x 4" tongue and the ball to opposite end length you stated does not matter, no.
