The Rock Tamers Heavy-Duty, Adjustable Mud Flap System for 2" Hitches # ERT00108 is designed for 2" hitches and simply requires that you have 1" of clearance space between the lip on your ball mount and the lip on the trailer hitch receiver tube for the hub to sit. As long as you meet these requirements you'll be able to use this on your 2015 Ford F-250.
