I am looking for a spacer or adapter that will allow me to use a 2” ball be used in the 2 5/16 hole in my tow bar.

Sounds like you are looking for an adapter like the part # 58184 which fits a 1-1/4 inch diameter hitch ball hole and sleeves it down to a 1 inch hole.

Yes, you can wire the LED Boat Accent Light #TN83FR to an RGB controller like you mentioned. This has a ground wire, and a wire for each color that you'd wire to an RGB controller. This is just RGB though and does not have a V circuit.

I attached a picture that has all of the dimensions of the Bushing part #58184, but the overall height of it is 1/2 inch. You would not need to use two of these bushings.
