Wanted to know if I can connect this to an RGB controller like you would with RGB strip lights since this is wired RGB+V

Yes, you can wire the LED Boat Accent Light # TN83FR to an RGB controller like you mentioned. This has a ground wire, and a wire for each color that you'd wire to an RGB controller. This is just RGB though and does not have a V circuit.
